I implemented `ResilientClient.send` exactly to the JSDoc spec: - **Once per call:** `retryBudget.deposit()`, then `bulkhead.tryAcquire()` , shedding with `BulkheadRejectedError` (no transport call) if refused. The slot is held for the whole call and released exactly once: `recordSuccess()` on the single terminal-success return path, `recordFailure()` in the `catch` that wraps every terminal-failure throw (including short-circuits). - **Per iteration, pinned precedence:** deadline check first (`now >= deadline` → `DeadlineExceededError`), then `breaker.tryAcquire()` (first iteration → `CircuitOpenError`, later → `RetriesExhaustedError(..., "circuit_open")`). Attempt runs via `runHedged` with timeout `min(timeoutMs, deadline - now)`, and the outcome is reported to the breaker. - **On failure, pinned precedence:** max-retries → budget gate (`tryWithdraw`) → deadline suppression (`now + delay >= deadline`), else sleep the jittered backoff and loop , with the exact error classes/reasons specified. - **Retry-budget co-evolution:** every retry and every hedge (`outcome.hedgesSpent`) accumulates into `tokensWithdrawn`; a terminal success refunds the whole sum, a terminal failure keeps them debited. Integer tokens only. All time/randomness routes through the injected `Clock`. With defaults (no deadline, hedging off via `hedgeDelayMs: 0`, generous bulkhead/budget) it reduces to a plain retry + circuit-breaker loop, preserving backward compatibility.
