I implemented `ResilientClient.send` strictly to the JSDoc spec: **Once per call:** `retryBudget.deposit()`, then `bulkhead.tryAcquire()` , shedding with `BulkheadRejectedError(inFlight, effectiveLimit)` and no transport call if refused. The slot is held for the whole call and released exactly once: `recordSuccess()` on terminal success, `recordFailure()` on any terminal failure (via the wrapping `try/catch`, which also covers short-circuits). **Per iteration, pinned precedence:** deadline check first (`now >= deadline` → `DeadlineExceededError(deadline, now)`), then breaker admission (`CircuitOpenError` on the first iteration, `RetriesExhaustedError(attempts, lastError, "circuit_open")` later). The attempt runs via `runHedged` with timeout `min(timeoutMs, deadline - now)`, and the outcome is reported to the breaker. **On failure, pinned precedence:** max-retries stop, else retry-budget gate, else deadline suppression (`now + delay >= deadline`), else sleep the jittered backoff and loop. **Retry-budget co-evolution:** I track every withdrawn token (retries via `tryWithdraw` + each attempt's `hedgesSpent`) and `refund(withdrawn)` the whole sum only on ultimate success; a failing call keeps them debited. All time/randomness routes through the injected `Clock`, and with the defaults it reduces to a plain retry + circuit-breaker client.
