Summary of what `TidalRateLimiter.tryAcquire` now does: - **Validation**: throws `RateLimitError("invalid_cost", …)` for non-finite or `< 1` cost, before touching state. - **Replenishment** (`project`): pure, continuous, two-phase. While the key owes a debt, `repayFraction·(rb+rs)` per ms is diverted to the debt (capped at the debt itself) and each pool nets `(1−repayFraction)` of its own rate; the instant the debt clears, the remaining elapsed time accrues full rates to each pool, each clamped to its capacity. - **Admission**: bring balances to now, then (1) if `burst+sustained` covers `cost` (within ~1e-6), spend burst-then-sustained, debt untouched; (2) else borrow the shortfall if `debt+shortfall ≤ capacity·overdraft`, draining both pools to zero; (3) else refuse, consuming nothing. - **Return fields**: `remaining = floor(spendable)`, `debtRemaining = ceil(debt)` (0 when owing nothing), `resetMs` = exact ceil-ms to fully replenished (computed analytically through the debt-clear / pool-full breakpoints), and `retryAfterMs` = smallest whole ms where a same-cost retry would be admitted , found by integer binary search over the monotonic admit predicate, so `w−1` always still refuses. `npm run typecheck` is clean and `test/smoke.test.ts` passes. No public surface was changed.
